For nearly two and a half years, civilians in Gaza have endured widespread death, injury, displacement, and loss of dignity. As of mid-February 2026, approximately 1.4 million out of 2.1 million people in Gaza remain displaced, living in about 1,000 displacement camps. Despite the ceasefire, many continue to reside in areas with debris and face acute shelter needs. According to the Integrated Food Security Phase Classification (IPC) report from late 2025, although famine was averted in some areas after the ceasefire in October 2025, the overall situation remains fragile, with a persistent risk of famine across Gaza due to ongoing conflict and restricted humanitarian access.

Hospitals in Gaza continue to operate under strain, facing shortages of fuel, anesthesia, antibiotics, and trauma supplies. The Ministry of Health reports that a significant percentage of essential medicines are at zero stock and urgently need replenishment. Medical teams are forced to ration care and delay surgeries, while growing generator failures threaten neonatal units, dialysis wards, and intensive care services.

Amidst the humanitarian crisis, the International Committee of the Red Cross (ICRC), together with 12 National Societies (or their branch) including Hong Kong Red Cross, opened a field hospital in Rafah of southern Gaza in May 2024 to address the overwhelming medical needs, providing medical services in surgery, pediatrics, and gynecology. HKRC has allocated HKD 2.9 million  to the International Red Cross to support water supply, water‑and‑power infrastructure, and medical services, to support the humanitarian efforts in Gaza. As of February 2026, HKRC has deployed 12 person-times medical volunteers to Gaza to assist field hospital operations.
